GROUND WATER PROTECTION COUNCIL CLASS V DIVISION

RESOLUTION SUPPORTING IMPROVED CLASS V STATE PROGRAM FUNDING

WHEREAS, the GWPC conducted a survey of the states to determine the activities and costs associated with an effective Class V program and,

WHEREAS, the survey found that there is a $48 million shortfall and,

WHEREAS, the study found that insufficient resources are severely limiting the States ability to conduct critical activities to protect underground sources of drinking water from Class V wells such as inspections, inventory development, technical assistance, compliance and enforcement.

WHEREAS, the survey of States also provided information that class V wells either caused or contributed to ground water contamination resulting in over 100 superfund sites.

NOW THEREFORE BE IT RESOLVED, that the Ground Water Protection Council seeks an increase in the authorization and appropriation of funds for State Class V programs and that such appropriation not be at the expense of other programs protective of the environment.
