William Logan | Director, International Center for Integrated Water Resources Management (ICIWaRM), USACE

Will Logan directs the International Center for Integrated Water Resources Management (ICIWaRM), hosted by the USACE’s Institute for Water Resources, where he has worked since 2008. In 2020, he authored Managed Aquifer Recharge and the U.S. Army Corps of Engineers and previously coordinated the reviews of several major aquifer storage and recovery (ASR) studies for Everglades restoration. In 2009, Will served as Science Attaché for the U.S. Mission to UNESCO in Paris.

From 1999-2008, Will was (Senior) Staff Officer at the Water Science and Technology Board of the U.S. National Academies. There, he directed studies on managed aquifer recharge (Prospects for Managed Underground Storage of Recoverable Water, at a national scale, and two ASR reports, concerning South Florida), as well as water use, streamflow information, ecosystem restoration, river science, space-based and in-situ sensor technology, and biofuels. Formerly, he taught at The George Washington University and coordinated the Association of Geoscientists for International Development (AGID).

Will has an M.A. from the University of Texas and a Ph.D. from the University of Waterloo, in hydrogeology. He serves on the Board of Directors of Aqua-LAC—UNESCO’s water journal for Latin America and the Caribbean—and on the Governing Boards of UNESCO centers in Chile and Germany and the Alliance for Global Water Adaptation.

Adam Hutchinson, PG, CHG | Recharge Planning Manager, Orange County Water District, California

Adam Hutchinson is the Recharge Planning Manager for the Orange County Water District in southern California. He has over 30 years water resources experience. In his 20 years at the District, he has worked as Director of Recharge Operations and as Senior Hydrogeologist. He has an undergraduate degree in Geology, a master’s degree in Hydrology from the University of Arizona. He is a Professional Geologist (PG) and Certified Hydrogeologist (CHG) in the state of California.

Established in September 2019, the Aquifer Storage and Recovery – Managed Aquifer Recharge (ASR-MAR) Workgroup was formed to examine, discuss, and make recommendations to the GWPC Board of Directors regarding Aquifer Storage and Recovery (ASR) and Managed Aquifer Recharge (MAR) issues or topics.
